Project Techniques and Treatments for using Big Data as a Travel Model

The COVID-19 pandemic presented traffic engineers with a variety of data collection challenges but also unveiled how “big data” could be used to meet some of those challenges. While this data can be used as a direct replacement for traffic counts and other studies, the various assumptions, potential biases, and sampling concerns built into it should be understood and addressed. We will present COVID adjustment techniques and estimations of other unique traffic conditions from two projects—the Lehigh Valley/MacArthur Road Signals Project and Laurel Valley Transportation Improvement Project. Both projects were advanced using data collected during the pandemic and incorporated data processing techniques that treat big data more as a “model” of travel, rather than a direct observation.

On Sunday October  3rd, 2021 ASHE Chesapeake Younger Members gathered at Rocks State Park in Jarrettsville for a 3 mile hike along the King and Queen’s Seat Loop.   Participants included 6 ASHE members representing 4 companies, along with some of their family members and their dogs. Following the hike, the group met at Independent Brewing Co. for some beverages and networking.

September 21, 2021 Construction Field Meeting

Please join us for the ASHE Construction Meeting on Tuesday, September 15 on MDOT SHA’s MD 97 Brookville Bypass Project.

MDOT SHA Construction will host the event by describing the project design and leading a field walk of the construction site.  Information on the MD 97 Brookeville Bypass project can be found on MDOT SHA’s website.

The program for the event includes:

9:30am: Presentation at the project site construction trailers.  Carpools are recommended.

The presentation will review the City’s new Complete Streets Manual. The manual supports the city’s Complete Streets Ordinance that prioritizes pedestrians, bicyclists, and public transit. This hierarchy will influence roadway design decisions to increase quality of life, safety, accessibility, mobility ande economic vitality in Baltimore City. The manual will provide progressive guidance and design standards based on the different Street Types in the City, considering the purpose and context of a community and neighborhood. The manual guides the planning, design, implantation, and operation of infrastructure projects in the City.

Maryland’s 2021-2025 Strategic Highway Safety Plan

A Strategic Highway Safety Plan (SHSP) provides the framework for the implementation of safety countermeasures focusing on the four E’s – education, enforcement, engineering, and EMS. Maryland’s 2021-2025 SHSP encompasses the essence of the previous plans and further incorporates systemic enhancements, innovation, and implementation that is data driven. The result is an evidence-based approach that focuses on six emphasis areas and their affiliated strategies and action steps. This presentation will provide an overview of the new SHSP and the role it will play in reducing fatalities and serious injuries on Maryland’s roadways.

Design to Date for the Maryland Avenue Bypass Culvert included in the Ellicott City Safe and Sound Plan

Following the fatal flood of 2016, Howard County initiated an effort to thoroughly model the hydrology and hydraulics of the Tiber River watershed and its tributaries in Historic Ellicott City, with the goal of developing a long-term plan, leading to the current Ellicott City Safe and Sound Plan, a multi-faceted approach to mitigation, floodproofing, and public safety. This presentation will focus on a specific aspect of the flood mitigation plan: addressing the bottleneck of flow along Lower Main Street by providing an additional conduit for flood flows into the Patapsco River, the proposed Maryland Avenue Culvert. The discussion will focus on the background of the plan leading to the project, and some of the unique engineering challenges of the site and the project design.

Session 2: February 26, 2021 – 12 to 1pm

MDE Update on the NPDES General Permit for Construction Activity

The previous NPDES General Permit for Construction Activity (issued in 2014) expired on December 31, 2019, and has been administratively extended until the renewal is issued. For the new draft permit, MDE has proposed several significant updates which include additional protections and requirements for projects within Tier II watersheds as well as expanded permit language with the goal of improved compliance through providing a more clear understanding of the requirements. The new draft permit went out for public input on September 25, 2020 and MDE is reviewing the public comments as they finalize the language of the new permit. This presentation will provide an update on the permit renewal process, and review some of the updates to the new permit.

Session 3: March 5, 2021 – 12 to 1pm

Little Gunpowder Falls Tributary at MD 165 TMDL and Brook Trout Habitat: A Perfect Match

The Maryland Department of Transportation State Highway Administration (MDOT SHA) restored an Unnamed Tributary of Little Gunpowder Falls in Baltimore County, Maryland as part of MDOT SHA’s TMDL program. During the design process, adult and juvenile Brook Trout were found within project limits. Thus, close coordination and partnering with the Maryland Department of Natural Resources was established and providing brook trout habitat was incorporated as part of the design objectives of the TMDL project. Construction of the stream restoration occurred in 2020 with the MDOT SHA team worked closely with the Contractor to ensure habitat structures were built to plan. The presentation will showcase pre-, during, and post-construction design and construction approach, showcasing the brook trout habitat improvements provided for this TMDL project.
