MDTA’s Construction Team will host the event by describing the project design and leading a field walk of the construction site.  Information on the I-95 ETL Northbound Extension Project to reconstruct the I-95/MD 152 Interchange can be found on MDTA’s Website.

The program for the event includes:

9:30am: Arrive at MDTA Project Office (8019 Corporate Drive, Nottingham, MD 21226). Ample parking is available on-site.
10:00am: Presentation from the Construction Team
10:30am: Carpool to Construction Site (Future MD-152 Park and Ride)
10:45am: Construction site tour
11:30am: Return to project office
11:45am-1:15pm: Lunch at Red Brick Station (8419 Honeygo Blvd, White Marsh, MD 21236)

The cost for this event  is $20 for ASHE members and $30 for non-members. Registration will be capped at 25-30 participants.

What safety equipment should you bring? Hardhat, hi-visibility vest, and solid closed toe shoes or boots (no sneakers) are mandatory. Steel-toed boots are not required.

Matthew Keenan and Zhihua Kuang will be discussing the most common issues that prevent stormwater management and erosion and sediment control plan approval at the MDOT SHA Plan Review Division, as well as potential solutions to these issues. The topics covered will include BMP selection and sizing, NRCS-MD Small Pond Code 378 compliance, and sequences of construction, among others. In addition to their presentation, Matt and Zhihua are hoping to facilitate a collaborative discussion on these topics, so please bring your questions and experiences to share!

HEC-25 3rd Edition What’s new in the world of Highways and Coasts?

The US Department of Transportation (DOT) Federal Highway Administration (FHWA) estimates that there are more than 60,000 miles of coastal roadway within the United States. Yet most State DOT staff have little to no experience with coastal engineering. FHWA has developed a series of Coastal Engineering technical resources and trainings, with the most recent being HEC-25 3rd edition, Highways in the Coastal Environment, to help DOTs incorporate coastal engineering principles in their design of coastal roadways and bridges. This presentation will discuss recent updates to FHWA’s coastal resources as well as future plans for FHWA’s coastal program.

Maryland continues to rank high on the list of states that are susceptible to sea level rise, but what many may not realize is that it’s not just coastal flooding that can impact our infrastructure assets in Maryland.  This presentation will explore additional climate-related risks to MDOT’s transportation system and critical infrastructure statewide, what state agencies are doing to identify them, our approach towards proactively mitigating these risks, and how managing water will play a critical role in our success.

2021 Planning Webinar Series

Planning for Zero Emission Buses in Maryland

Since 2020, Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) and WSP have been building a comprehensive zero-emission bus (ZEB) transition plan to meet the 2030 goal established by Maryland’s Greenhouse Gas Reduction Act (GGRA) to convert 50% of MDOT MTA’s fleet to zero-emissions. This will involve a battery electric bus pilot at Kirk in early 2023, two separate facility retrofits to accommodate battery electric charging infrastructure, and finally, the redevelopment of the eastern bus depot to be a purpose-built BEB facility. MDOT MTA is taking a methodical approach to a constantly changing industry to ensure service disruptions are minimized and MDOT MTA continues to provide safe, efficient, and reliable transit across Maryland with world-class customer service.

I-495 & I-270 Managed Lanes Study: NEPA Effort

The I-495 & I-270 Managed Lanes Study is the largest NEPA effort the State of Maryland has undertaken.  Starting as a 48-mile-long study, the Preferred Alternative is currently 15 miles long and has the same limits as the first P3 contract called Phase 1 South. The study is scheduled to be completed in 2022 after encountering significant challenges over the past 3 years.  This presentation will provide an overview of the project history and how the team worked through the many challenges

Baltimore City Parking Problems & Solutions

The Parking Authority serves the City of Baltimore, its residents, businesses and visitors by managing the parking assets of the City and developing and implementing parking solutions.  The Parking Authority has oversight of 14 City-owned garages and 24 City-owned lots.  Furthermore, the Parking Authority administers on-street parking programs for the City including parking meters, the City’s Residential Parking Permit (RPP) programs, reserved parking spaces for residents with permanent disabilities, truck loading zones, passenger loading zones, and valet parking zones.  The Parking Authority has been a leader in the Baltimore Region in the installation of pay-on-foot parking revenue control equipment in its off-street facilities, solar-powered multi-space and “smart” single-space parking meters that accept credit and debit cards, a program to provide on-street metered parking to people with disabilities while curbing the theft and abuse of disability placards (Project Space) in Baltimore City, and demand-based parking meter rate setting to foster greater availability at metered parking spaces.

Section 106 Made Easy: An Innovative New Program to Facilitate Section 106 Compliance for Local Public Agency Transportation

Section 106 of the National Historic Preservation Act (NHPA) can be intimidating to those who are not cultural resource practitioners. Complying with Section 106 of the NHPA involves coordinating with federal and state agencies, involving consulting parties in the process, and ensuring that Section 106 review starts early enough in project planning that the chances of a project being held up by Section 106 and NEPA review are minimized. This presentation will cover some Section 106 basics before discussing an innovative new program at the Maryland Department of Transportation State Highway Administration (MDOT SHA) that provides for MDOT SHA cultural resources professionals to assist local public agencies with Section 106 compliance on federal-aid transportation projects in Maryland.

Project Techniques and Treatments for using Big Data as a Travel Model

The COVID-19 pandemic presented traffic engineers with a variety of data collection challenges but also unveiled how “big data” could be used to meet some of those challenges. While this data can be used as a direct replacement for traffic counts and other studies, the various assumptions, potential biases, and sampling concerns built into it should be understood and addressed. We will present COVID adjustment techniques and estimations of other unique traffic conditions from two projects—the Lehigh Valley/MacArthur Road Signals Project and Laurel Valley Transportation Improvement Project. Both projects were advanced using data collected during the pandemic and incorporated data processing techniques that treat big data more as a “model” of travel, rather than a direct observation.
